It is not clear to me which user needs permission for FileZilla Server. I've managed to generate the certs and establish FTP over SSL or TLS and this works fine, but not SFTP over SSH2. FTP over SSL/TLS is abbreviated as FTPS, which is something different than SFTP. FileZilla supports FTPS as mentioned in the article.
